What is Specialist Support Coordination?

Specialist Support Coordination is designed for participants who need more intensive assistance to implement their NDIS plan. We take time to understand what is happening—not only what appears on paper—to address immediate barriers and develop a clear way forward.

Complex Barriers

Significant barriers preventing essential disability and health supports from being established or maintained.

Multi-Agency Coordination

Several services, health systems, housing agencies or government departments need to work together.

Unstable Support Environments

The participant’s living or care arrangement is in distress, volatile, or at immediate risk of breakdown.

High-Level Risk & Safeguards

Complex risks affecting the participant’s safety, requiring proactive risk planning and clear safeguards.

Previous Support Breakdown

Past provider arrangements have been unsuccessful, requiring new strategies and experienced system navigation.

Cross-System Interfaces

Active involvement with mental health, acute hospitals, housing, child protection, or the justice system.

COLLABORATIVE SUPPORT

Building Trust, Stability & Meaningful Change

We know that navigating multiple systems can feel overwhelming and disjointed. Our team steps in to provide consistency, clear communication, and practical coordination across all your services.

By focusing on your personal goals and protecting your rights at every step, we help establish a secure, long-term foundation for independence and wellbeing.

What Does a Specialist Support Coordinator Do?

Every participant’s circumstances are unique. Your Specialist Support Coordinator tailors their approach to your goals, preferences, and complex support environment.

01

Understand Your Situation

We begin by listening to you to understand your goals, strengths, barriers and concerns. With your consent, we collaborate with family, nominees, and advocates.

02

Identify & Respond to Barriers

We identify challenges like provider shortages, housing instability, communication hurdles, or inter-service conflict and implement practical solutions.

03

Assess Risks & Develop Safeguards

We establish clear risk-management and contingency strategies collaboratively with the participant, respecting dignity, autonomy, and rights.

04

Implement Complex Arrangements

We design coordinated support networks, establish provider responsibilities, organise care-team meetings, and eliminate service gaps.

05

Coordinate Multi-System Interfaces

We coordinate between NDIS providers, hospitals, mental health teams, housing services, justice/forensic services, and government bodies.

06

Prevent & Respond to Breakdown

When arrangements become unstable, we bring the right people together to resolve issues and establish proactive contingency plans.

07

Advocate for Your Rights & Needs

We help you communicate your preferences, understand options, and participate meaningfully in every decision regarding your care.

08

Build Skills & Independence

We build self-management capacity—from navigating systems to managing service agreements—to support a smooth transition to Level 2 over time.

Frequently Asked Questions

Everything you need to know about Level 3 Specialist Support Coordination, eligibility, and navigating complex NDIS interfaces.

Level 3 Specialist Support Coordination is a higher level of Support Coordination for NDIS participants with complex circumstances who require specialist assistance.

It focuses on resolving complex barriers, coordinating services, addressing risks and establishing a stable support environment. It can also help when several providers, community services or government systems need to work together.

Level 2 Support Coordination helps participants understand and implement their plan, connect with services, manage their supports and build capacity.

Level 3 Specialist Support Coordination provides a more intensive response when significant complexity or barriers are affecting plan implementation. It may involve detailed risk planning, complex service design, cross-system coordination and work to prevent or respond to support breakdown.

The appropriate level depends on the participant’s circumstances and what is included in their NDIS plan.

The NDIA decides whether Specialist Support Coordination is required based on the participant’s individual circumstances and the evidence available.

Evidence may need to explain:

  • The complex barriers affecting plan implementation
  • Why ordinary Support Coordination is insufficient
  • Current risks or instability within the support environment
  • The different services or systems involved
  • Previous support breakdowns or unsuccessful arrangements
  • The specialist assistance required to establish sustainable supports

A participant may discuss this with their NDIS planner, my NDIS contact, support coordinator, advocate or other treating professionals.

It may assist where a participant is experiencing significant complexity involving disability, mental health, housing, family relationships, health services, justice systems, child protection, provider breakdown or other barriers.

Funding is based on individual need rather than a particular diagnosis or life circumstance alone.

We can help coordinate disability-related supports and work with housing, homelessness and community services where housing instability is affecting the participant’s NDIS supports.

However, Specialist Support Coordination does not provide housing or make decisions about housing applications. Our role is to coordinate services, address disability-related barriers and help relevant organisations work together.

We can help coordinate the participant’s disability supports when circumstances become unstable, develop contingency plans and assist services to respond in a coordinated way.

Specialist Support Coordination is not an emergency, medical or clinical crisis service. If someone is in immediate danger, call 000 or contact the appropriate emergency or crisis service.

No. You remain in control of your supports and decisions.

Your coordinator will provide information, explain options, help you understand potential risks and support you to communicate your preferences. We will involve other people only with your consent, unless there is a serious and immediate safety concern or a legal requirement to share information.

Yes. Specialist Support Coordination may be required for a particular period while complex barriers are addressed and the support environment is stabilised.

Once the participant’s arrangements are more sustainable, a planned transition to Level 2 Support Coordination may be appropriate. Any transition should be discussed with the participant and carefully planned to maintain continuity.

Yes. CSS has experience supporting participants with complex and forensic needs, including people involved with correctional, court and community justice systems.

We can coordinate with relevant disability, health, housing, legal and justice services while maintaining a participant-led and rights-focused approach.

Referrals can be made by:

  • The participant
  • A family member or nominee
  • An advocate
  • An NDIS planner or my NDIS contact
  • A hospital or health professional
  • A current support coordinator
  • A disability provider
  • A justice, housing or community-service professional
  • Another person supporting the participant

We will seek the participant’s consent before commencing services or gathering information about them.
